정부관료제의 예산행태와 전략:예산요구와 확보간 경향분석(1963-2007)

초록

본 연구는 행정부처 예산요구와 예산확보간 경향을 분석하였다. 연구결과에 따르면 첫째, 행정기관의 예산요구는 비점증적 경향으로 예산규모를 늘리기 위해 예산과다요구 행태를 보이고 있다. 둘째, 예산요구증가율이 증가하면 삭감률도 증가한다. 전년대비 예산요구액이 증가하면 삭감액도 증가하고, 예산요구액이 큰 행정기관일수록 삭감액도 크다. 셋째, 예산요구증가율이 높으면 예산성장으로 이어지고 예산요구증가율이 높은 행정기관이 그렇지 않은 기관보다 예산이 증가한다. 행정기관의 예산요구액이 증가하면 예산삭감액도 증가하지만 결과적으로 예산은 지속적으로 성장한다. 결국 예산요구액이 클수록 예산확보액도 크다. 행정기관의 많은 예산요구는 국회심의에서 삭감도 되지만 그럼에도 불구하고 예산증가율은 적게 요구한 행정기관보다 높다.

Abstract

The purpose of this research is to analyze the patterns between agency budget requests and acquirements by reviewing the existing budgetary theories and applying them to Korea context during the period of 1963 to 2007. The following are the results of analysis performed in this study. First, agency strategy in budget request is that they come in as high as they can justify. Second, the high degree of agency budget request cuts in respond to its. Third, the strategy of agency budget requests contributes to achieve agency budget growth. From the results of this analysis, this study gives raise to the revealation of budget strategy of agency in the budget decision making. Despite such claims this discussion is a hypothetical argument in the level of exploratory study. Subsequent studies may examine these in the depth research.
