Abstract

In 2011, total fertility rate of Korea was 1.22, which was the lowest in the World. Low fertility rate is now the most serious social problem in Korean society. It is likely that the future of Korean society will be threatened by the low total fertility rate in the near future. Various family policies have been started and implemented by the Korean government, including local governments. Most of Korean local governments implement maternity benefit, but the effect of it is now questioned. This study tried to test the effect of maternity benefit on fertility rate empirically. Analyzing 230 Korean local governments from 2005 to 2009, this study finds that maternity benefit has a statistically significant positive effect on fertility rate. However, because www.kipa.re.kr 293it is difficult to evaluate the effects of family policies on fertility rate due to the nature of low fertility problem as well as the limited number of cases, further studies are required.
