출산장려금 정책의 효과성에 관한 연구 : 서울특별시를 중심으로

초록

통계청의 집계에 의하면 2009년 한국의 합계 출산율은 1.15로서 세계에서 가장 낮은 수준에 머물고 있다. 2005년 이후부터 본격화된 출산율 저하현상은 사회적으로 매우 심각한 문제로 부각되고 있으며 이에 중앙과 지방정부 차원에서 출산율을 제고하기 위한 많은 정책이 시행되고 있다. 본 연구에서는 정부의 다양한 출산장려정책 중 시행초기부터 사회적으로 많은 논란을 불러일으키고 있는 출산장려금 정책의 효과성에 대한 검증을 시도하였다. 이를 위해 2005년부터 2009년까지 서울의 25개 자치구를 대상으로 패널분석을 실시한 결과 출산장려금 정책은 합계출산율과 출생아수 그리고 연령별 출산율에 아무런 영향을 미치지 못하는 것으로 나타났다. 반면에 연령별 출산율의 영향요인분석결과, 자녀양육비용 및 사교육비의 절감을 위한 정책, 일과 가정의 양립가능성 제고 및 육아시설 확충 그리고 혼인율 제고를 위한 정책 등이 주 출산연령인 20대 중,후반과 30대의 출산율의 제고에 긍정적인 영향을 미칠 수 있는 것으로 나타났다.

Abstract

The low fertility rate has emerged as a serious problem in Korea since 2005. Responding to such a low fertility rate, the Korean government has implemented various childbirth encouragement programs at the central and local level, nevertheless the fertility rate of Korea is still tied up at the lowest level in the world. Of lots of childbirth encouragement policy, this article tried to articulate the impact of Maternity subsidies policy (hereafter MSP) which has been controversial issue from its beginning. To test the impact of MSP, this article analyzed 25 local governments in Seoul with multiple panel regression analysis from 2005 to 2009. The analyzing results are that MSP has no effect on total fertility rate, childbirth, and age-specified fertility rate as well. On the other hand, the result of age-specified fertility rate analysis shows that policies such as; cutting down on child-rearing and private education expenses, enlarging the number of day care center and measures for the work and family compatibility, enhancing marriage rate, could be more effective way to raise fertility rate at the age of mid twenties and the thirties who have emerged as main fertility groups recently.
