Abstract

This study explores the relationships between government capacity and governance, analyzing the data of 200 countries from 2000 to 2012. Our study observes the efficiency, responsibility, and transparency of the government, corporate social responsibility, citizen participation, and embeddedness in global society as factors promoting government capacity. The main findings are as follows: The government efficiency does not direc tly enhance government capacity, while the government responsibility and transparency promote government capacity. Citizen participation and networking with global civil society increase government capacity, while companies' ritualistic activities of social responsibility hinder the promotion of government capacity. In the comparison between OECD and non-OECD countries, the analyses show non-OECD countries are required not only to raise participation in the international society for improvement of government capacity but also to promote corporate social responsibility for solving social problems. These results imply that countries should select different strategies considering their own situations in improving government capacity. In addition, when it comes to the differences between before and after the financial crisis of 2008, the negative effects of corporate social responsibility on government capacity decreases after the financial crisis which indicates that government’s collaboration with companies, citizens, and international society works more effectively in improving government capacity during the period of post financial crisis.
