본 연구는 정부와 시민사회단체의 상호의존적인 협력 방식을 생산성에 관한 측면에서 분석해 보고자 하는 것이다. 생산성 요인의 하나인 효율성 인식 측면에서는 비용절감과 업무처리의 신속성 그리고 행정 실책을 감소시키는 방법과 참여자들의 지식과 기술의 활용정도를 분석하고, 효과성 인식의 측면에서는 공공성의 향상과 성과의 질 그리고 공공의 가치 달성과 목표달성 정도를 분석하였다. 본 연구는 정부와 시민사회단체의 협력적 거버넌스 활성화 요인으로 협력기술 증대, 참여자들의 협력사업 수행의 자율성 확보, 사업수행 기관의 발전문화 형성과 합리문화 형성이 통계적으로 유의미한 수준에서 분석되었다. 본 연구의 조사결과를 바탕으로 협력적 거버넌스 생산성 인식에 영향을 미치는 이론적 변수를 발굴하였고, 교육과 조직문화 혁신을 중심으로 한 정책적 함의가 제시되었다.
Abstract
The research investigates the cooperative relationships between governments and civil society organizations on the basis of their productivity. The paper includes two different facets of productivity, one about efficiency which is defined as the degree of cost reduction and immediacy in the service delivery process and the reduction of maladministration in the application of new administrative technologies, and the other about effectiveness which is generally defined as the level of publicness enhancement and increase of performance quality. The study found effective factors to vitalize cooperative governance between governments and civil society organizations as increase the level of cooperation techniques, secure autonomy in the process of program implementation and developing more developmental and rational organizational culture. Based on the research suggestions the study found some very important factors to the enrichment of cooperative governance productivity perceptions among participants and further suggest developments of policy imperatives in areas of education and culture innovation among government agencies and civil society organizations.
