Abstract

The Civil Service Work Council(CSWC) in Korea was established in 1998, and has been operating until now as a preliminary tool or a stage for the Civil Service Union(CSU). As the CSU was established in 2005, necessity of the CSWC has been diminishing since it’s functions could be replaced by the CSU. However, the Civil Service Union Act and the Civil Service Work Council Act was revised recently as the International Labor Organization(ILO) convention demands the Korean parliament to revise its Labor related Acts to comply with its agreement such as public officials right to better work condition and environment. Thus, it is now necessary to facilitate the CSWC’s functions and resolve existing problems in order to meet those demands. However, critics argue that the Civil Service Work Council(CSWC) and its Act include various kinds of problems such as restrictions on joining the CSWC, limitations on implementing agreements between agency head and employees, and many other restrictions such as full-time officers are not allowed to the CSWC. Thus, this study aims to investigate existing problems in the Civil Service Work Council in Korea, and attempts to suggest policy implications that can help resolve those problems. The problems regarding the Civil Service Work Council was analyzed based on a research framework consisting of two factors and twelve variables. In order to achieve research purpose, this study employs a Delphi method with experts in this domain. The results show that ‘collaboration activities should be allowed during the work hours’, ‘agreements between CSWC and the head of agency should be faithfully implemented’, ‘CSWCs should be able to united with other lower-level CSWC so that they can create higer-level CSWC’, ‘creating balance between the CSWC and the CSU are necessary so that they can represents both institution’s right to create work efficienty, and public officials’ right to improve work conditions’.
