재분배정책 유형의 정책과 정치의 상호작용 분석: 국회 정책세미나의 참여자를 중심으로

초록

오늘날의 입법부는 수많은 이해관계를 가진 정책･입법수요가 급증함에 따라 사회문제를 독자적으로 해결할 수 없는 현실적 한계에 직면하고 있다. 이러한 우려의 본질적인 쟁점은 특정 정책유형과 관련된 행위자가 누구이며, 이들의 정책선호 및 전략은 무엇인지를 파악하여 사회문제를 함께 풀어나가야 한다는 점을 시사한다. 결국 ‘합리적인 정책결정’이라는 것은 공공 및 민간 행위자들 간의 정치적 상호작용을 통한 ‘정치적 요소’가 개입될 수밖에 없기 때문이다. 이에 본 연구는 국회 내 공공과 민간이 직접 면대면 대화를 통해 유기적인 소통구조를 확보할 수 있는 ‘국회의원 주관 정책세미나’를 분석사례로 선정하였다. 이를 통해 Lowi의 4가지 정책유형 중, 재분배정책 영역을 선정하여 정책행위자들의 특성 및 정치적 상호작용을 파악하고 입법부의 효과적인 네트워크 관리 전략과 발전방안을 제시하였다.본 연구는 그동안 정책학･행정학 분야에서 연구대상으로써 관심이 전무했던 정책세미나를 선정하여 입법활동의 국민 참여에 대한 폭넓은 이해와 해석을 제공하였다. 또한, 자료수집 및 연구방법론 측면에서 251개의 재분배정책 영역에 참여한 1,940명의 기관 또는 개인들의 유형화를 바탕으로 네트워크 분석에 활용하였다는 점에서 의미가 있다.

Abstract

The legislature of the present time is facing a practical limitation in independently resolving societal issues as legislative and policy demands rapidly increase with various interests. It implies that the fundamental issues involve identifying actors for specific policy areas and grasping their preferences and approaches toward policymaking to resolve society’s problems. Eventually, collaborative resolution of societal issues by acknowledging the involvement of political factors through interactions among public and private actors is required. Therefore, this study selected ‘Policy Seminars by Members of the National Assembly’ as an analytical case to secure an interactive communication tool through in-person dialogues between public and private legislative entities. Through this, the redistributive policy of Lowi’s policy typology was selected to examine the traits of policy actors and political interactions. This analysis additionally outlines efficient network management strategies and suggests developmental pathways for the legislature. This research illuminates the often-neglected Policy Seminars within policy studies and public administration, providing a thorough comprehension and interpretation of citizen involvement in legislative activities. Moreover, it holds significance in utilizing network analysis based on the typification of 1,940 institutions or individuals participating in 251 redistributive policy areas regarding data collection and research methodology.
