본 연구의 목적은 시민참여의 역할을 독일과 한국 에너지 정책사례를 중심으로 비교분석하고 정책적 함의를 도출하는 데 있다. 이를 위해 시민사회 논의에 근거하여 정책네트워크 모형을 연구의 분석 틀로 설정하였다. 특히 독일과 한국의 시민참여와 제도적 맥락을 배경으로 여섯 개의 사례에 대한 분석에서 정책행위자간 관계구조, 상호작용을 이해하고 이에 근거한 시사점을 도출하였다. 각 사례의 분석 결과, 첫째, 정책 네트워크에서 시민참여가 정책에 대한 수용성을 높이는 것으로 나타났다. 이를 위해서 공식적, 비공식적 행위자들의 기능적 역할이 중요하였다. 둘째, 정책 네트워크의 성공을 위해서는 상호작용측면에서 볼 때 협력적 상호작용이 필수적인데 이를 위해서는 공식적 행위자와 비공식적 행위자간 경계를 넘어서는 소통 노력과 소통을 위한 다양한 수단이 필요하다. 셋째, 정책 네트워크 구조는 개방형, 폐쇄형, 분산형 등 다양한 유형이 존재하는데 이들 유형들은 공존하면서 보완적 역할을 수행한다. 본 연구의 여섯 개의 사례 분석을 통해 정책네트워크 관계구조와 상호작용의 다양성이 가지는 기능을 경험적으로 확인하였으며, 정책적인 시사점을 도출할 수 있었다.
Abstract
The purpose of this study is to compare and analyze the role of citizen participation in energy policy cases in Germany and Korea and to derive policy implications. Against the backdrop of citizen participation and institutional contexts in Germany and Korea, the relationship structure and interactions between policy actors were analyzed through a policy network model. The results of the analysis show that, first, citizen participation in policy networks increases the acceptance of policies. For this, the functional roles of formal and informal actors were important. Second, cooperative interaction is essential for the success of policy networks, and communication efforts and various means are necessary between formal and informal actors. Third, there are various types of policy network structures, such as open, closed, and distributed, and these types coexist and play complementary roles. Through the analysis of six cases in this study, the functions of the relationship structure and diversity of interactions in policy networks were empirically confirmed and policy implications were derived.
