광역자치단체의 지역문화재단은 2000년대 중반 정부의 분권화 정책과 맞물리면 지역문화예술 정책 입안 및 문화예술 지원에서의 자율성과 독립성을 확보하기 위해 적극 설립되었다. 공공정책 영역에서의 재단화 현상은 신공공관리론(NPM) 논의에 근거한 것으로 관리의 효율성을 강조한 민간화의 한 방식이라 볼 수 있다. 지역문화재단은 문화의 정치적 수단화 현상을 막고 정치적으로 일정 정도 자유로운 거리를 유지하면서 공공성 및 전문성을 확보하고자 한 것이다. 지역문화재단이 본격적으로 설립된 지 10여 년이 지난 시점에서 설립 취지와 목표에 맞게 운영되는지에 대해 책임성 유형을 근거로 감독체계, 이사회, 사업운영재원, 평가 및 감사 항목을 분석하였다. 분석결과 지역의 문화재단은 관료적·정치적 영역의 책임성에 집중하는 것으로 나타났다. 중앙과 지역의 재정 지원에 의한 문화사업을 위탁받고 집행하는 부분이 많아 해당 지자체의 관리 감독 하에서 관료화 및 경직적 상태를 드러냈다. 공·사 영역의 중간 지대로서의재단이 하나의 이상적 모델로 볼 수 있겠으나 현실적으로 운영에 있어 그 묘를 살리기는 쉽지 않으며 옥상옥과 같이또 하나의 하위 기관으로 존재해 기관의 역할 정립에 대한 논의가 필요한 것으로 보인다.
Abstract
Local cultural foundation of metropolitan government was established actively for regional culture and arts policy initiative and to secure autonomy & independence of culture and arts support get into place decentralized policy in mid-2000s. Phenomenon of public sector changed foundation was based on NPM theory, it was stressed on effectiveness of management by a method of privatization. Local cultural foundation guarantee the publicity and professionalism of culture & art by seeking to improve the quality of public services, ultimately it enhance local cultural enjoyment at a certain distance from the phenomenon of political maddling. 10 years after the foundations were founded, accountability analysis was performed to determine if it is operated according to the purpose and goals of the establishment. The item of accountability assessment was supervision system, board of directors, resources of money, evaluation. Local cultural foundation concentrate on bureaucratic and political matters, there was a lot of contracting out project by support of central and local governments. Although the third sector, foundation is the ideal model but realistically it is not easy for being good at excellence skill management. Therefor we need to discuss setting up a role of local cultural foundation
