Abstract
This study analyzes the impact of local government capabilities on satisfaction with urban regeneration policies and examines the moderating effects of social capital—such as trust, networks, and participation—on the relationship between local government capabilities and policy satisfaction. To this end, it utilized survey data from the 2019 study by the Korea Institute of Public Administration, Research on Conflict Management and Community Policy for Successful Urban Regeneration, which assessed public perception of urban regeneration overall. To verify the validity of survey items and examine the relationships between variables, STATA 10.1 was used to confirm the effect of local government capabilities on urban regeneration policy satisfaction and the moderating effect of social capital (trust, networks, and participation). The model fit was confirmed through confirmatory factor analysis (CFA), and binomial logistic regression analysis was performed. The results indicated that local government capabilities positively influenced residents’ satisfaction with urban regeneration policies. Furthermore, it was found that the positive relationship between local government capabilities and policy satisfaction was strengthened as residents perceived higher levels of trust as part of their social capital. The findings of this study provide a framework for theoretical discourse, integrating the resource-based theory from management and social capital theory from sociology within the field of urban regeneration. The study is significant in that it offers practical measures for enhancing community trust—a core aspect of social capital—at both the central and local government levels.
