Abstract

This study begins with the recognition that academic discussions have been insufficient regarding the role of urban planning for housing—the material foundation of reproductive labor—within the developmental state’s governmentality. It examines Korean new towns as key spatial sites through which the governance of social reproduction has been organized and legitimized. Since modern governmental rationality inherently entails the production of space, the study assumes that reproductive governance also required a specific spatial technique, termed “reproductive spatial rationality.” This rationality is conceptualized through three interrelated dimensions: dispositional, class-reproductive, and security spatial rationalities. Through this framework, the study reveals that new town planning functioned as an apparatus of reproductive governance by materially embodying middle-class domesticity and reproducing the normal family ideology. Ultimately, the study demonstrates how the developmental state’s planning rationality extended beyond economic growth to the moral and biological reproduction of the urban population. These findings call for further research into how reproductive spatial rationality continues to shape the governance of everyday life in recent new town developments.
