Abstract

This paper aims to theoretically examine the discourse on ‘left-behind places,’ a recently emerging concept for understanding spatial inequality in the West, and to analyze the significance and limitations of the UK’s ‘Levelling Up’ policy as a representative response to this issue. It first explores the significance of the left-behind places discourse —arising amid polycrisis, including the rise of far-right populism following the 2008 financial crisis—within broader debates on spatial inequality. This discourse stresses the need for new spatial policies grounded in a place-based approach that emphasizes local characteristics and contexts, moving beyond the conventional policy frameworks centered on economic growth and trickle-down effects. Based on this discussion, this study analyzes the political success of Boris Johnson’s government, which adopted ‘Levelling Up’—understood as the upward equalization of left-behind places—as a key policy objective, and examines debates surrounding the Levelling Up White Paper. Through this analysis, the study evaluates the Levelling Up policy in terms of its significance as a new spatial policy, its practical effectiveness in addressing spatial inequality, and the extent to which it overcomes the limitations of earlier spatial inequality policies. Finally, drawing on the analysis of Western discourse on left-behind places and the UK’s Levelling Up policy, the paper examines the implications of South Korea’s recent flagship policy of ‘Decentralization and Balanced Development.’
