Abstract
Relations between South Korea and China deteriorated significantly under the previous Yoon Suk-yeol administration, but the current Lee Jae-myung administration has clearly demonstrated a willingness to improve relations at the central government level. A comprehensive expansion and deepening of ties is anticipated going forward. Against this backdrop, this paper proposes a framework for developing a new type of South Korea-China relationship within the diplomatic context of the recent Gyeongju ROK-PRC summit and seeks policy implications through analysis of actual cases. As the title suggests, for the future development of a new type of Korea-China relations, local governments must also seek new roles to drive bilateral relations alongside the central governments. Particular attention is paid to the role of local governments as a complementary and reinforcing pillar for the stability and sustainability of inter-state relations. This paper first systematically outlines the formation process, key current status, and challenges of local exchanges between the two countries. Based on this analysis, it proposes directions for improvement. Furthermore, using the exchange and cooperation case between Gyeongju City, Gyeongsangbuk-do, and Xi'an City, Shaanxi Province, China, as an analysis subject, it aims to present the potential for specialized cooperation between local governments of the two countries and concrete development directions. Through the case analysis, it seeks to emphasize that local government exchanges can serve as a practical channel complementing central government diplomacy. This highlights the necessity for more creative, multifaceted, multi-layered, and voluntary approaches by local governments of both countries for the future development of bilateral relations.
