부패가 군비 지출에 미치는 영향: 국가군별 패널 자료 분석

이 글에서는 자료 수집이 가능한 2000~2012년 기간 54개 국가를 관측 대상으로 한 최근의 균형 패널 자료에서 3개 국가군별(OECD I, 한국을 포함한 OECD II, 비OECD)로 분류하여 부패의 편차가 GDP 대비 군비 지출(군수품 획득 포함)의 차이에 원인이 되는지를 비교·분석한다. 합동최소자승법을 사용해 추정한 결과 산업화된 국가들로 구성된 OECD I과 한국을 포함한 후발산업국가로 구성된 OECD II의 경우 부패 감소가 GDP 대비 군비 지출의 감소에 유의한 영향을 미쳤지만, 중동, 남아시아, 중남미, 아프리카 국가 등 개발도상국으로 구성된 비OECD에서는 부패 감소가 GDP 대비 군비 지출의 증가에 유의한 영향을 미친 것으로 추정되었다. OECD I에서 군비 지출의 반부패(청렴도)탄력성 값이 탄력적으로 나타났지만, OECD II에서는 비탄력적으로 나타났다. 추정 결과 선진국 진입 초기에 있는 한국은 군비 지출의 낭비를 방지할 수 있도록 반부패정책을 강화해야 함을 시사한다.
Abstract
Utilizing a balanced panel data set of fifty-four countries over the period 2010-12, we explore the possibility that differences in corruption are causal to differentials in military expenditures. For this we classify fiftyfour countries into three groups based on per capita real GDP where OECD I consists of advanced industrialized countries, OECD II includes countries that are late-industrialized countries including Korea, and Non-OECD includes developing countries. The Pooled OLS estimates are consistent with the hypothesis that a decrease in corruption reduces military expenditure in both OECD I and OECD II countries, whereas a decrease in corruption raises military expenditure in Non-OECD countries. The ceteris paribus elasticity of military expenditure with respect to corruption indicates that corruption in OECD I is more sensitive to military expenditure than that in OECD II. I come to the conclusion that in order to enhance military sector efficiency, Korea’s policy makers should strengthen anti-corruption policies.
