Abstract

There is increasing recognition that corruption has adverse effects on economic growth. However, the existing literature has failed to address countries' characteristics as far as the process of sample selection is concerned. This paper empirically reexamines the relationship between corruption and growth after dividing the data into two subsamples based on the average income (in 2000) and the Index of Ethnic Fractionalization (IEF, in 1990). The empirical results indicate that corruption generally slows growth; however, the results are not solid in the subsample of developing countries. In addition, the adverse effect of corruption on growth is substantial in the subsample of the countries with a lower IEF, which implies that less fractionalized countries tend to have more centralized governments. Therefore, the beneficial impacts of improving transparency on growth will be increased in the country with a higher level of average income as well as a lower level of fractionalization.
