중국의 부상에 따른 한-미-중 외교관계 변화와 한국의 대응

중국은 두드러진 성장 능력을 보여 왔다. 이제 세계 2위 규모의 경제국가가 된 중국의 부상은이제 더 이상 가능성의 문제로 끝나지 않고 있다. 꾸준한 두 자리수의 국방비 증강 덕분에중국의 군대 또한 능력 면에서 선진화되었다. 미-중 간의 간극이 좁혀짐에 따라 미-중 관계도많은 변화를 경험했다. 한국으로서는 그 변화와 대응 상황 속에서 생존할 수 있는 대외전략을모색하지 않을 수 없게 되었다. 하지만 미국, 중국과 비교했을 때 상대적으로 약한 국가인한국이 외교 행위만으로 당면문제를 해결하기에는 분명 그 역량에 한계가 있다. 이러한 한계를보완해 줄 수 있는 것이 외교 관계이다. 특히 우호적, 협력적 외교 관계의 조성이다. 이에 본 논문에서는 한국, 미국, 중국 간의 외교 관계를 살펴보고자 한다. 3국의 양국간 외교 관계가 서로 미치는 영향을 살펴봄으로써 비대칭의 삼각관계에서 상대적으로 약한국가가 취할 수 있는 외교적 대응을 검토해 보고자 한다. 즉 한-미 관계가 미-중 관계, 한-중관계에 미치는 영향, 미-중 관계가 한-미 관계, 한-중 관계에 미치는 영향, 그리고 한-중 관계가한-미 관계, 미-중 관계에 미치는 영향을 살펴보고자 한다. 이에 논문은 3국의 외교 관계를살펴볼 분석틀로 디트머의 전략적 삼각관계 구조를 소개하고, 미국-중국-한국 간에 시기별로나타난 사건과 대응을 구체적으로 살펴본 후, 3국 간의 삼각관계 양상을 구분한 후에 상대적으로약한 국가인 한국이 취할 수 있는 적절한 외교적 대응을 검토해 보고자 한다.
Abstract
China has so far showed a remarkable ability to grow. China is now the second economy in the world as measured by national accounts, and the rise of China is not a distinct possibility anymore. Thanks to sustained double digit increases in the size of its military budget, China’s arms forces have also advanced in capability and reach. As the gap between China and the U.S. has narrowed the Sino-U.S. relations have experienced significant changes. Korea finds itself in the perilous international position surrounded by great powers. Korean cannot choose but seek appropriate foreign strategies to survive in that situation. However Korea is the weaker than other neighboring states when exerting foreign capability. Diplomatic relations, favored or cooperational foreign relations compensate for that weakness. This article explores the changes that have happened in Sino-U.S. relations and their impact on diplomatic relations among the U.S., China and the Korea through the logic of Dittmer’s strategic triangle, and then classify events which took place in each period into one of the Ménage à Trois, Romantic Triangle, and Stable Merriage. After explaining each configurations, I suggest that Korea should complement the existing foreign relations towards neighboring great powers.
