현재 미중관계는 미국의 상대적 위상 약화와 중국의 영향력 확대로 새로운 변화의 모습을 보이고 있다. 미국의 영향력은 미국이 갖고 있는 위상과 압도적군사력, 그리고 범지역 및 세계적 차원의 동맹 및 우방국 관계를 강화하여 지속유지될 수 있을 것이다. 그러나 중국은 경제력을 바탕으로 점차 아시아 지역에서경제공동체를 형성하여 영향력을 확대하고 미국에 도전할 것으로 예상된다. 미국과 중국은 경제문제를 비롯하여 주요 안보문제를 해결하기 위해 상호 협력을추구할 것이나 강대국 간 이해와 가치의 차이에 따른 상호 경쟁관계는 보다 심화될 것이며, 주요 안보현안에 대해 갈등이 증대될 것이다. 한국은 미중관계의 변화를 적극 활용할 수 있도록 미국을 중심으로 한 안보협력관계와 중국을 중심으로 한 경제협력관계를 동시에 발전시키고 이를 활용하여 안보적 도전에 대처하고 이익을 보호할 수 있어야 한다.
Abstract
U.S.-China relations in international politics are showing great changes reflecting the relative decline of the U.S status as a leading actor and the increase of Chinese influence based on rapid economic growth. Nevertheless, American influence is likely to persist for a considerable period of time through the utilization of its existing national power. China, as a challenger to U.S. power, will augment its weakness relative to the U.S and seek to develop a sense of economic community in Asia, thus expanding its influence and leverage in regional security issues. Even though China will cooperate with the U.S. insofar as to maintain a stable environment for economic growth, it will intensify competition with the U.S. on various issues as a result of conflicting values and interests. In order to protect its interests and take advantage of this changing security environment, Korea must build up complex relations with the two powers which strengthen security relations with the U.S. while deepening economic ties with China.
