미-중관계의 변화와 한국의 외교전략

초록

현존하는 양국관계 가운데 가장 중요한 양자관계로 등장한 미-중관계가 변화를 경험하고 있다. 미국과 중국 간의 국력격차가 축소됨에 따라 양국관계에서의미국의 주도권이 약화되었다. 이제 보다 대등한 위치에서 치열하게 상호작용하는양국관계는 협력의 측면과 경쟁의 측면을 모두 포괄하는 복합성을 핵심으로 한다. 그렇다면 이러한 미-중관계의 변화가 우리의 외교전략에 끼치는 영향은 무엇인가?이 글은 미-중관계의 변화가 미국과의 관계강화를 통해 중국의 부상에 대응하려는 현 정부의 대미편승정책에 끼친 영향을 검토하고 있다. 구체적으로 이 글은 미-중관계의 변화양상을 살펴본 후 그것이 한반도에 대한 양국의 입장과 한국의 외교전략에 끼친 영향을 평가하고 있다. 이를 통해 이글은 중국의 적극성 증대로 특징지어지는 미-중관계의 변화가 미국에의 편승을 통해 목표를 달성하려는 우리의외교전략에 제약을 가함을 제시한다. 대외적 적극성이 제고된 중국이 한-미동맹을강화하려는 시도에 정면으로 대항함에 따라 편승전략은 한-중관계에 갈등을 초래했다. 아울러 미국 또한 중국의 요구에 귀를 기울일 수밖에 없게 된 현실도 한국의외교전략에 제약을 가했다.

Abstract

As the power gap between China and the U.S. dwindles, the Sino-U.S. relations have experienced significant changes. The initiative the U.S. had enjoyed in the relations over the long time has weakened. Instead, the relations have increasingly been characterized by a complexity in which both cooperation and competition coexist side by side. Then, what is the impact the change has on Korea’s foreign policy strategy?By exploring changes that have happened in Sino-U.S. relations and their impact on policy orientation of the U.S. and China toward the Korean peninsula, this article examines the practicability of Korea’s foreign policy strategy of dealing with a rising China by allying with the U.S. It argues that the Korea’s strategy has faced trouble as a rising China has increasingly become assertive in pursuing its own influence while the US initiative vis-a-vis China has weakened on the Korean peninsula.
