초록

호주의 건국 이래 이민을 통한 인구증가는 국가 생존과 경쟁력 강화 차원에서당연시된 측면이 있다. 인구증가에 대한 당위성은 여전한 가운데에, 누구를, 얼마나, 무슨 경로를 통해 이민자로 수용할 것인가에 관해서는 유례없이 선별적이고 제한적인 정책을 제공하고 있다. 이민으로 인한 인구증가 완화와 산업계의 시장수요 충족이라는 두 마리 토끼를 동시에 잡기 위해 호주정부는 비자정책을 수시로 개정하고있다. 이 과정에서 인구는 정치 쟁점이 되고 있으며, 이민의 경제적 논리가 한시적이민자의 사회적 권리와 지위, 인권 논리를 압도하고 있다. 이 연구는 지난 20년이넘는 기간을 거치며 패러다임 전환을 이뤄온 이민정책에 주목하며, 그러한 전환의배경과 특성, 결과에 대해 살펴본다. 한시적 이민자 수 확대를 통한 시장의 생산과소비 수요를 충족시키고, 임시-영주 비자정책 연계를 통해 다단계에 걸쳐 영주이민자를 선정하는 호주의 이민·비자 정책이 주요 분석대상이다.

Abstract

Immigration has been a major contributor of Australia’s population growth. The country’s economic and social development would have been impossible if not for surging immigration. The Australian government has recently reduced the number of permanent residency visas and broadened the regional skilled migration program in order to prevent congestion in major cities. The growth of temporary migration is one important component in the ‘paradigm shift’ which has occurred in Australian migration selection policy over the last 20 years. While greater authority is given to employers in the migration selection and visa allocation process, visa applicants need to go through ‘multi-stage’ migration with uncertainty. This paper pays attention to Australian population issues which has been politicized in line with migration regime. Based on the discussion, it moves to explore the nature of the paradigm shift of Australian migration programs and its impacts on temporary migrants.
