Abstract
The purpose of this study is to examine the regional immigration policy adopted by Australia to address the social problems caused by the decline in the working population due to low birth rate and aging population and serious urbanization, and to draw policy implications for Korea, which has introduced a regional special visa system for the same social problem, by learning lessons from Australia's successes and limitations. To this end, we examined the relationship between the state and federal governments and the process by which immigration policy changed from free immigration, the White Australia policy and the immigration points system. we also analyzed the process by which the regional immigration system changed from a population policy to a labour policy necessary for regional industrial demand in the process of accepting the demands of the state government to resolve the harmful effects of urbanization and population concentration, and pointed out the limitations of Australia's immigration policy. Finally, we pointed out that Korea, which has introduced a regional special visa, should strive to reduce the economic gap through legitimate worker status, assimilation into the local community, and balanced development to make the region a suitable place to live in order to settle immigrants in the region.
