본 논문은 인구정책과 이민정책 간 연계현상을 담론적 측면과 정책적 측면을 중심으로 분석하고자 한다. 본 논문은 이론적 틀로서 ‘이민 국가’개념을 활용하고, 인구정책으로서 이민정책을 모색할 때 이민 국가에 내재된 네 가지 기능을 총체적으로 고려해야 한다고 주장한다. 인구정책과 이민정책 간 연계 담론은 크게 이민확대론과 이민신중론으로 나누어 볼 수 있다. 이민확대론은 인구 감소로 인한 부정적 효과를 경제적 측면에서 부각시키고 이민정책의 기능적 중요성을 강조하는 반면, 이민신중론은 이민확대가 가져올 수 있는 정책적 결과를 다각도로 예측하고 인구정책으로서 이민정책의 제한적 활용을 주장한다. 정책적 측면에서 인구정책은 이민정책을 종합적인 시각에서 활용하지 못하고, 기존 이민정책을 나열하는데 그치고 있다. 이민정책에 있어서 인구정책은 이민 정책의 정책환경을 서술하는데 제한적으로 활용되고 있다. 본 논문은 이민정책과 인구 정책을 연계할 때, 경제적 기능뿐만 아니라, 안보, 문화, 권리 등 다양한 측면의 기능을 고려하는 것이 필요하다고 주장한다.
Abstract
This paper aims to analyze the nexus between population policy and immigration policy in South Korea with focus on the discursive side and policy one. Immigration policy is considered as a means to acquire demographic competitiveness in the face of labor shortage. In this article, I use the concept of ‘migration state’ to investigate the connection of two policy areas. On the discursive side, one camp emphasizes more open immigration policy, while the other approaches the issue cautiously. While the former highlights the negative effects of shrinking population, and functional utility of immigration policy, the latter claims that we should thoroughly analyze the multidimensional consequences of more open immigration policy. On the policy side, population policy in South Korea has failed to utilize immigration policy within a holistic framework. The Korea’s immigration policy has also failed to specify demograhic purposes. The paper mainly argues that immigration policy with demograhic objectives should be comprehensively considered four major functions embedded in migration state such as security, culture, markets, and rights.
