일본의 지정학과 아베의 대전략 : 해양세력 전략과의 부합여부

초록

냉전기 요시다 노선의 목표인 경제 대국은 달성했지만, 탈냉전과 더불어, 시대에부적합하게 되었다. 이후 국내정치적인 문제로 일본은 새로운 대전략을 수립하지 못했다. 하지만 중국의 경제성장과 해군력 강화라는 위협이 닥치면서 아베 총리는 새로운대전략을 제시하였다. 기존 연구들은 아베의 대전략에 대해서 현실주의나 수정주의라고 주장하지만, 대전략의 목적인 일본의 강대국화는 역내외에 큰 영향을 미치게 될것이기에 대전략의 성패 여부도 중요하다. 따라서 아베 대전략을 평가하기 위해서기존 요시다 노선의 문제점을 파악하고, 지정학이 일본에 제시한 해양세력 전략의특징을 분석해보고자 한다. 그리고 아베 대전략의 목적과 수단 그리고 방법들이 일본이라는 지정학적 특성에 적합한지 평가하고자 했다. 일본의 역사와 지정학은 해양세력전략이 일본에 적합하다는 것을 보여준다. 하지만 아베의 대전략은 일본을 다시 강대국으로 만들겠다는 목표를 세웠지만, 그 목표를 이루려는 방법과 수단이 해양세력 전략과부합하지 않았다. 아베의 대전략은 방법으로는 정치권력을 집중하였고, 수단으로 아베노믹스와 민족주의는 대륙세력 전략에 가까웠다. 따라서 아베의 대전략은 지정학이제시하는 방향과 다른 방향이기에 전략적으로 성공 가능성이 적다고 주장하고자 한다

Abstract

During the Cold War, Yoshida's goal of becoming an economic powerhouse was achieved, but with the end of the Cold War, it became unsuitable for the times. Afterwards, due to domestic problems, Japan was unable to establish a new grand strategy. However, as the threat from China grows, Abe's Grand strategy could be formulated. In order to evaluate Abe's Grand strategy, we first want to identify the problems of the existing Yoshida Line and analyze the strategy of sea power recommended by geopolitics to Japan. And I tried to evaluate whether the ends, ways, and means of Abe's Grand strategy are suitable for the geopolitics. Japan's history and geopolitics show that a Sea Power strategy suits Japan. However, Abe's grand strategy set the goal of making Japan a powerful country again, but the methods and means of achieving that goal did not match the Sea Power strategy. Abe's grand strategy concentrated political power as a method, and Abenomics and nationalism as a means were close to the Land Power strategy. Therefore, I would like to argue that Abe's grand strategy is unlikely to succeed because it is in a different direction from the direction suggested by geopolitics.
