Abstract
Informal settlements are one of the main characteristics which describe urban landscape in Latin America, including Brazil. They demonstrate uneven pattern of urban development in Latin American cities. In particular, the number of favelas in Brazil has increased with the rapid industrial growth and consequent urbanisation. This structural change caused rural exodus of population towards neighbouring or big cities, in search of employment opportunities since the mid- twentieth century. As a consequence, informal settlements in cities have been established in face of rising housing deficit, partly caused by inappropriate governmental housing and urban policies. In the meantime, Brazil has witnessed powerful urban reform movement particularly since the 1970s. These movements actively participated in the process of democratisation and thus succeeded to include urban articles in the 1988 Constitution, which made the Brazilian case prominent for national and international urban planners, policy makers as well as urban activists. Against this backdrop, this paper aims to examine housing policies for informal settlements in Brazil. In particular, the study gives a special focus on housing policy implemented under the Lula and Dilma governments, i.e. the Minha Casa Minha Vida programme. By reviewing the programme, the study argues that the legalisation of the right to housing and the right to the city is one thing, and the implementation of related housing policies is another. In practice, it is important to consider power relations of stakeholders surrounding urban space such as informal settlements. This has an important implication when it comes to de facto policy agenda and its implementation regarding uneven urban space. It is also necessary to guarantee democratic process of decision-making.
