브라질 파벨라의 환경개선 노력에 대한 분석과 개선방향 모색

브라질의 파벨라는 발생 배경과 구조적 요인으로 인해 오염을 통제하기가 어려우며 대부분의 파벨라는 오염을 창출하고 주민들은 오염으로부터 피해를 입고 있다. 몇몇 파벨라들은 환경개선을 위한 여러 가지 정책을 수행하였지만 대부분 그리 성공적이었다고 보기는 어렵다. 그러나 Rocinha 파벨라는 정부의 치안강화와 외부 기관들의 지원으로 환경 오염을 효과적으로 통제하고 환경 보전에 성공하였다고 평가를 받는다. 본 논문은 노르만 롱의 행위자 중심 접 근법을 사용하여 대부분의 파벨라에서는 환경오염을 통제하지 못한 데 비해 Rocinha 파벨라가 환경보전에 성공한 원인을 분석하고자 한다. 분석을 통해 얻 은 시사점은 일반적인 파벨라가 자치기구, 정부, 범죄조직 간의 갈등으로 인해 구조적으로 환경정책을 시행하기 어렵다는 것이다. 특히 복잡한 지배구조는 파벨라의 치안을 극도로 불안하게 하여 외부 기관의 지원도 가능하지 않게 한 다는 것이다. 그러나 Rocinha의 경우 지배구조가 다른 파벨라보다는 안정적이 었고 정부에서 설치한 평화유지경찰대(UPP)가 주민들의 협조로 잘 작동하면 서 치안이 안정되고 이로 인해 외부기관의 지원도 가능해졌기 때문에 결과적 으로는 환경에 대한 새로운 정책도 가능해졌다는 것이다.
Abstract
Brazil's favelas face challenges in controlling pollution due to their background and structural factors, resulting in pollution creation and adverse effects on residents. While some favelas have attempted various policies to improve the environment, most of these efforts have proven unsuccessful. However, Rocinha Favela stands out as a successful example in effectively controlling environmental pollution and preserving the environment. This success can be attributed to the government's reinforcement of security measures and the support received from external organizations. This paper adopts Norman Long's actor-oriented approach to analyze the reasons behind Rocinha favela's environmental conservation success, in contrast to the failure to control environmental pollution in most favelas. The analysis suggests that favelas, in general, face structural difficulties in implementing environmental policies due to conflicts among autonomous bodies, governments, and criminal organizations. Specifically, the complex governance structure contributes to the extreme instability of security in favelas, making external support unattainable. However, in the case of Rocinha, the governance structure was relatively more stable compared to other favelas. The peacekeeping police (UPP) deployed by the government worked well in cooperation with the residents, resulting in enhanced security and support from external organizations. Consequently, new environmental policies were successfully implemented.
