국제적 차원에서 급격한 도시 성장과 관련된 각종 도시 사회 문제를 해결하 기 위한 논의는 UN 해비타트를 중심으로 이뤄져왔다. 특히 2016년 에콰도르 키토에서 개최된 UN 해비타트 III 회의는 남반구와 북반구를 아우르는 전 지 구적 도시의 다차원적이고 다면적 문제 해결의 전환점을 마련했다는 점에서 중요한 의의를 가진다. UN 해비타트 III 는 ‘모두를 위한 지속가능한 도시와 인간 정주를 위한 키토 선언’과 함께 지속가능발전을 위한 경제, 사회, 환경 통 합의 맥락에서 새로운 도시의제(New Urban Agenda, NUA)를 채택하였다. 이러 한 세계적인 도시 발전 전환 맥락에서 본 연구는 UN 해비타트 III의 NUA가 목표로 제시한 “모두를 위한 도시(Cities for All)”와 “도시권(Right to the City)” 을 보장하기 위한 다양한 세부 아젠다 중 “포용도시(inclusive city)”의 개념에 주목했다. 이러한 맥락에서 본 연구의 목적은 브라질 리우 데 자네이루시를 중심으로 한 도시 거버넌스의 성격 변화를 추적함으로써 도시 사회 공간적 변 동을 분석하고 포용도시로의 전환 가능성을 검토하고자 했다. 본 연구는 이론 적·정책적 함의를 가진다. 신자유주의적 도시를 분석하는 구조주의적 접근이 자본주의 발전과 도시 공간의 불균등 발전 간의 상관성에 대한 설명력을 가지 는 한편 그 전환 가능성을 설명하지 못하는 한계를 극복하기 위해 “과정”으로 서의 신자유주의화 과정을 도시 거버넌스의 성격 변화를 통해 분석함으로써 도시 발전의 전환 가능성을 검토할 수 있었다는 점에서 중요한 이론적 함의를 가진다. 또한, 본 연구에서 제시하는 “과정”으로서의 도시 사회 공간에 대한 이해는 보다 정의롭고 지속가능한 도시 발전을 추구하는 도시 거버넌스의 구 성 주체들의 활동에 따라 언제든지 도시 거버넌스를 민주화할 수 있는 가능성 의 지점을 포착할 수 있다는 점에서 중요한 정책적 시사점을 가진다.
Abstract
UN Habitat has been at the centre of global debates on urban social problems. In particular, the 2016 Habitat III conference, which took place in Quito, Ecuador, adopted the Quito declaration on “Sustainable Cities and Human Settlements for All” and “New Urban Agenda”, with an aim to promote sustainable development. In this regards, the study intends to give a special attention to the concept of “inclusive city”, part of agenda for guaranteeing “Cities for All” and “Right to the City” suggested by NUA(New Urban Agenda). Against this backdrop, the purpose of this study is to examine changing characteristics of urban governance and its related socio-spatial implications, focusing on the case of Rio de Janeiro, Brazil. By doing this, the study attempts to locate Rio’s transitional possibilities towards inclusive city. This study has both theoretical and empirical implications. Theoretically, it intends to study the “processes” of neoliberalisation of urban space by examining changing characteristics of urban governance. This is to overcome analytic limitations of structural analysis on neoliberal cities and its unequal spatial development. The study also has a policy implications in that it locates transitional possibilities of democratising urban governance and thus of promoting a fairer and more sustainable cities.
