장애인 고용정책의 중앙-지자체 협력방안 탐색: 전문가 패널 델파이 조사를 중심으로

연구목적: 본 연구는 장애인 고용정책 추진에 있어서 중앙정부와 지자체가 협력이 필요하다는 기본 전제하에서 새로운 방안을 제시하기 위해 실시되었다. 연구방법: 실현 가능한 구체적인 정책 및 제도 도입방안 등에 대한 전문가 의견을 수집하기 위하여 델파이 조사 방법을 활용하였다. 연구결과: 장애인 고용정책 추진에 있어 중앙정부와 지자체 간 협력이 필요한 이유와 현재의 문제점, 협력체계 구축 시 갖춰야 할 추진과제들이 구체적으로 제시되었다. 결론: 조사 결과에 근거하여 중앙정부와 지자체의 장애인 고용 협력방안으로 첫째, 지속가능한 협력체계를 마련하기 위한 중앙정부와 지자체의 역할이 정립되어야 하고, 둘째, 중앙-지자체 간 장애인 고용 협력체계가 제도화되어야 하며, 셋째, 협력체계를 구축하기 위한 재정을 확보하고, 넷째, 예산 확보와 운영에서 지자체에 재량권을 부여하며, 다섯째, 자원 공유와 관련하여 지자체의 참여를 확대하는 방안을 제안하였다.
Abstract
Purpose: This study was conducted to suggest a new plan under the basic premise that the central government and local governments need cooperation in promoting employment policies for the disabled. Method: The Delphi survey method was used to collect opinions from experts on feasible specific policies and system introduction plans. Results: The reasons for the need for cooperation between the central government and local governments in promoting the employment policies for the disabled, current problems, and tasks to be implemented when establishing a cooperative system were presented. Conclusion: As plans for employment cooperation between the central government and local governments based on the results of the survey, first, the roles of the central government and local governments should be established to establish a sustainable cooperation system; second, the cooperation system for employment of the disabled between the central and local governments should be institutionalized; third, the finances for establishing a cooperative system should be secured; fourth, discretion should be granted to local governments in securing and operating the budget; fifth, a plan to expand the participation of local governments in relation to resource sharing was proposed.
