연구문제 또는 목적: 본 연구는 범부처 장애인 취업지원사업의 활성화를 위한 한국장애인고용공단의역할과 방향성을 탐색하는데 주요한 목적이 있다. 이에 범부처 장애인 취업지원사업의 활성화를 위한 시사점을 제공하고자 하였다. 연구방법: 관련 분야 전문가의 의견을 수렴하고자 전문가 패널 델파이 조사를 실시하였으며, 조사 결과 분석 내용을 기반으로 연구 결과를 도출하였다. 연구결과: 첫째, 공단은 범부처 장애인 취업지원사업의 컨트롤 타워 역할을 수행하여 원스톱 서비스의 플랫폼 제공, 예산 운용 등 조정기관 역할을 수행해야 한다. 둘째, 공단의 사업수행방식은 연계와 협력에 유연한조직으로 변화가 필요하다. 셋째, 담당 직원들의 업무 및 역할은 사례관리자 중심으로 변화해야 하며, 이와 관련된 직업군을 양성해야 한다. 넷째, 구체적으로 공단의 장애인서비스국에서 핵심적으로원스톱 서비스를 지원하여 해당 업무를 세분화 및 전문화해야 한다. 다섯째, 공단의 각 지사는 원활한 협력과 지원을 이해 직접적인 사업 인력 비중을 확대하고 네트워크 전문가의 충원 및 육성을 통한협력 전문성을 확보해야 한다. 결론 또는 시사점: 주요 결과를 통해 공단의 역할과 방향성을 제시하였고, 이를 바탕으로 논의를 제공하여 후속 연구에 대한 제언을 하였다.
Abstract
Purpose 또는 Objectives: The main purpose of this study is to explore the role and direction of the Korea Employment Agency for Persons with Disabilities to promote employment support projects for the disabled in all ministries. In this regard, it was intended to provide implications for revitalization of employment support programs for the disabled by all ministries. Method: Research method: Delphi survey was conducted by an expert panel to collect opinions of experts in related fields, and the research results were derived through statistical analysis of the survey results. Results: First, KEAD should play the role of a control tower for the employment support project for the disabled by government agencies, providing a platform for one-stop services, and acting as a coordinating agency such as budget operation. Second, the project execution method of the Corporation needs to be changed to a flexible organization for linkage and cooperation. Third, the duties and roles of the staff in charge should be changed centered on the case manager, and related occupation groups should be nurtured. Fourth, specifically, the Service Bureau of the Disabled of the Corporation should support one-stop service to subdivide and specialize the work. Fifth, each branch of the Corporation should understand smooth cooperation and support, increase the proportion of direct business manpower, and secure cooperation expertise through recruitment and training of network experts. Conclusion 또는 Implications: The direction of the industrial complex was presented through the main results, and based on this, discussions were provided to make suggestions for follow-up studies.
