Abstract

study examines the roles and responsibilities of a local government for the employment of persons with disabilities. It analyzes employment policies and conditions of persons with disabilities in Seoul City. The research conclusions can be summarized as the following. First, it certifies an obligation of a local government to enact policies to employ the disabled persons. Second, As a result of looking into Seoul City government's employment policies for the disabled, Seoul city government's policy doesn't abide by the existing law, tends to focus on a policy of welfare for the disabled, and retains a passive attitude by transferring its role to other institutions. Third, it presents programs to enforce its policies on disabled employment in Seoul City, such as a quota system for civil servant employment, enactment of disabled employment regulations, and establishment of an administrative organization for employment of the disabled. Fourth, it presents more programs for local governments to expand their duties of employing the disabled such as using the ratio of disabled employment in the evaluation of a local government, tax reduction for companies hiring more disabled workers, and extension of the policy giving priority in purchasing products made by the disabled. Lastly, it emphasizes the needs for raising awareness in employing disabled workers by building disabled employment governance.
