공공기관 경영혁신 측정도구 개발 및 적용: K공공기관 사례를 중심으로

본 연구는 공공기관 경영혁신의 중요성과 파급효과가 크다는 점에 착안하여 다양한 영역에서 개발되었던 경영혁신 측정도구에 대한 고찰을 통해 공공기관에 적용할 수 있는 경영혁신 측정도구 개발을 주된 목적으로 설정하였다. 더불어 개발한 척도를 활용하여 경영혁신 구성 요소들과 혁신성과 간의 관계를 실증하여 그 적용여부를 확인하고자 하였다. 연구결과 7개의 하위차원으로 구성된 공공기관의 경영혁신 측정도구를 개발하였다. EFA 결과, 고유치 1이상의 7개 요인이 도출되었고 CFA 결과 역시 적합한 것으로 나타났다(CFI=.906, TLI=.887, GFI=.807, NFI=.872, RMSEA=.094). 신뢰도 검증결과 역시 각 구성차원 별로 기준치 이상을 충족하여 7차원 46개 문항의 공공기관 경영혁신 측정도구를 개발하였다. 이를 활용하여 경영혁신 구성요소가 혁신성과에 미치는 영향을 다중회귀분석을 통해 검증하였으며, 이를 통해 경영혁신 구성요소 모두가 혁신성과에 통계적으로 유의한 정(+)의 영향을 미치고 있음을 검증하였다. 마지막으로 연구 결과를 바탕으로 연구의 시사점과 향후 연구 방향을 제시하였다.
Abstract
The purpose of this study is to develop the management innovation scale for public institution and apply scale through examination of relationship between management innovation and innovation performance. As a result, we developed management innovation scale with 7 categories and verified its validity and reliability. Also we found positive effect of management innovation on innovative performance. Based on theses findings, implications of the research findings are discussed, and recommendations for future research are provided.
