정부혁신지수(GII : Government Innovation Index)는 정부부처를 비롯한 공공기관들의 혁신 수준이 어느 정도인지를 평가하기 위한 진단 및 피드백 도구이다. 2005년 처음 개발되어 중앙정부, 지방정부, 교육청 등 다양한 공공기관을 대상으로 한 혁신수준 진단도구로 활용되었고, 유엔(UN)으로부터 특별공공행정상(Special Public Service Awards)을 수상하기도 했다. 본 논문에서는 정부혁신지수의 개발과정 및 주요 진단결과를 소개하고자 한다. 정부혁신지수모형의 이론적 근거와 구성논리, 타당성 및 신뢰성을 확보하기 위한 지수모형 개발과정, 진단방법 및 주요 진단결과를 소개한다. 다음으로 정부혁신지수가 지닌 진단 및 조직개발 도구로서의 유용성과 한계를 평가하고자 하며, 이를 토대로 보다 효과적이고 신뢰성을 갖춘 진단시스템으로 발전해 나가기 위한 개선과제를 모색한다.
Abstract
The Government Innovation Index (GII) is a diagnostic and feedback tool that enables the assessment and evaluation of innovation levels of public organizations including government agencies. It was first developed in 2005 and widely utilized in analyzing various public institutions such as central and local governments and boards of education. It was also awarded the Special Public Service Award from the UN for its performance excellence. This article introduces its development process and several noticeable diagnostic results it produced. In particular, this article includes its theoretical background and logical configuration, the development process for maintaining its validity and reliability, its usage, and its products. Next, this paper evaluates the utilities and limits of the GII as a tool for organizational analysis and development. Finally, this paper highlights future challenges that the GII faces in order to evolve into a more effective and reliable diagnostic system.
