Abstract

This study empirically analyzes the relationship between management capacity and innovation in public organizations. Despite the widely accepted notion in public management that "management matters," few empirical studies have investigated how innovation activities are affected by management capacity. Viewing management capacity as consisting of four components including strategic human resources management (SHRM), performance management, proactive change management, and network management, this study analyzed how each component relates to three aspects of innovation: innovation adoption-implementation, employee-initiated innovation, and product-service innovation. Regression analyses of the data from the 2005 Workplace Panel Survey reveal that innovation adoption-implementation is positively associated with SHRM and performance management; that employee-initiated innovation is positively related to proactive change management; and that product-service innovation is positively associated with proactive change management and network management. These results, altogether, provide empirical evidence that managerial capacity is a critical condition for successful innovation in public organizations. One important implication of this study is that different aspects of innovation are associated with different components of managerial capacity, which indicates that different strategies are needed for different innovation activities.
