International organizations such as the IAEA and ICRP recommend that the impact of regulations onNORM industries should be evaluated prior to their introduction to determine the level of regulation. Regulatoryimpact assessment should be conducted when applying graded approach for NORM industries in Korea. Therefore,it is necessary to analyze the regulatory impact assessment methodology and cases in order to evaluate regulatoryimpact in accordance with regulatory characteristics and socio-economic characteristics. The objective of this study isto analyze regulatory impact assessment methodologies and evaluation cases for the application of graded approachfor NORM industries in Korea. The methodologies and cases of regulatory impact assessment were examinedfrom the safety reports of international organizations, domestic and foreign institutions. The methodologies wereanalyzed by the characteristics of the factors used. The cases of regulatory impact assessment were analyzed by thecharacteristics of the considered protection options. Considering the characteristics of the NORM industries in Korea,the cost-benefit analysis methodology, which can evaluate the impact of regulations for a single confirmed option,is considered to be the most appropriate evaluation methodology. The results of this study can be used as a basis forevaluating the impact of regulations when applying graded approach for NORM industries in Korea.
