이 글은 북한이 국제 개발협력의 다양한 요소들을 어떻게 인식하고 있으며, 이를 수용하기 위해어떤 법제도적 대응을 추구해왔는지를 검토하였다. 그리고 이를 통해 향후 동북아 차원에서 북한에대한 개발원조가 추진될 경우 고려해야 할 핵심 요소들이 무엇인지를 보여주고자 하였다. 보다 구체적으로는 개발협력에 대한 개념, 경험, 함의 등을토대로 북한은 국제개발협력을 둘러싼 핵심 주제들 즉, 기구, 역할, 정책, 인재양성, 기술지원 등에대해 어떤 인식과 평가를 하고 있는지를 살펴보았다. 이런 검토를 통해 향후 북한과의 본격적인 개발협력 추진 환경이 조성되었을 때 북한의 법제적 대응 변화 가능성을 예측하고, 남북관계 혹은 동북아차원에서 미리 대비해야 할 고려요소들을 도출할수 있었다. 이를 위해 본 논문은 북한에서 발간된전문 자료들과 관련 법령 등 1차 자료(원전)를 중심으로 북한의 인식과 대응을 추적해 보았다. 이를통해 북한이 갖고 있는 논리의 근원과 일관성 여부,그리고 향후 변화 가능성 등을 보다 분명히 엿볼수 있었다. 북한은 개발협력 또는 원조를 제국주의국가들의 인권 개선, 민주화, 체제전환, 신식민주의방식의 경제적 예속화 등을 위한 도구로 인식하는등 소극적 태도를 견지하고 있다. 향후 동북아차원에서 북한에 대한 지원이 본격적으로 이뤄지더라도 이런 인식이 변화되지 않는 한 효과성을 기대하기는 어려울 것이다. 따라서 북한에 대한 개발협력은 가치와 인식의 틀은 물론 경제‧사회적인 사고와시스템을 근본적으로 변화시키는 일과 병행해서이뤄져야만 하는 도전적 과제임을 확인할 수 있다.
Abstract
This paper looks into the North Korean perspective on the different elements of international development cooperation and what legislative measures they have taken in order to accommodate them. In addition, inferences are made as to what factors must be taken into account in the case of a regional effort in Northeast Asia to provide development assistance to North Korea. More specifically, the paper examines North Korea’s perspectives and evaluations of the core issues related to international development cooperation such as organizations, roles, policies, cultivating human resources,and technical assistance all deriving from their conceptions, experiences, and undertones concerning development cooperation. Through this we are able predict the legislative responses that North Korea may carry out in the future if the environment evolves into one that is more favorable for development cooperation. I was also able to look into what the international community must do in preparation for such a time. For this purpose, this paper uses primary resources such as professional works published in North Korea as well as relevant legal documents in order to look into North Korea’s perceptions and responses. Through this I was able to decipher more clearly the reasoning behind North Korea’s perceptions as well as its consistency and,furthermore, determine the possibility of changes in the future. North Korea currently holds the antagonistic view that development cooperation and assistance are tools used by imperialist nations for reforms in human rights,democratization, system transformation, and economic subordination à la neocolonialism. Even if serious efforts are made within Northeast Asia towards supporting North Korea, we can’t expect much progress or effectiveness should these views remain as they are. As such, this confirms to us that development cooperation towards North Korea is a difficult and challenging task that necessitates not only changes in the frame and crust that is North Korea’s perceptions and values but also go hand-in-hand with fundamental changes in social economic perceptions and the social economic system itself.
