글로벌 개발협력 거버넌스에 대한 북한의 시각과 대응: 새천년개발목표(MDGs) 체제와의 관계를 중심으로

북한이 개발협력과 관련해 국제사회에서 다양하게 존재하는 글로벌 거버넌스들 가운데 유일하게MDGs 체제에 참여하고 있는 것은 적지 않은 의미를갖는다. MDGs는 국제개발협력의 새로운 방향을 제시하고, 커다란 변화를 불러온 글로벌 거버넌스로평가받고 있다. 이 글에서는 북한과 MDGs라는 글로벌 거버넌스의 제한적 상호작용 실태와 의미를 파악하고, 이를 중심으로 북한 당국의 인식과 대응을 검토하였다. 그런 뒤 북한이 유엔기구의 지원을 받아오면서 보여준 인식과 대응의 수준을 국제사회의 주요 규범과 원칙을 잣대로 삼아 평가하고, 이를 토대로 정책적 시사점도 제시했다. 본 연구는 북한이 제한적인 수준이지만 MDGs라는 글로벌 개발협력 거버넌스를 긍정적으로 인식하기 시작한 점을 긍정적으로 평가한다. 또한 북한은MDGs 와 관련된 국제규범과 원칙들을 부분적으로수용하고 있고, 관련 법제도를 정비하면서 대응해왔다. 북한과 국제기구가 함께 논의해서 만든 기본계획들은 MDGs 달성을 위한 우선 과제와 방향 등을보다 정확하게 파악할 수 있는 틀을 제공하고 있다는 측면에서 풍부한 정책적 시사점들을 제공하고있다. 글로벌 거버넌스와의 호혜적 관계 형성의 가능성도 높여주는 점들이다. 이런 점들은 향후 글로벌거버넌스 차원의 북한 개입이 본격화될 경우 보다진전되고 폭 넓은 사회·경제개발 목표들을 달성하는 데 중요한 토대가 될 것임을 시사하고 있다.
Abstract
The fact that North Korea participates in MDGs regime solely among variousglobal governance platforms entails substantial significance. It has been evaluated thatMDGs suggested a new direction of international development cooperation and broughtup a formidable change in the area of global governance. In this study, status and significanceof limited mutual interaction between North Korea and MDGs as a form ofglobal governance is examined and based on the examination, North Korean authorities’perceptions and responses are reviewed. After the review, the level of perceptions andresponses that North Korea has shown while receiving aid from UN organizations areassessed with the barometer of International society’s major norms and principles and,lastly, policy implications are suggested based on the findings. This study evaluates positively that North Korea has begun to recognize MDGs,the global development cooperation governance, although by limited degree. Moreover,North Korea has partly accepted international norms and principles related to MDGs,and has responded by modifying domestic laws. Strategic frameworks that North Koreaand International organizations produced after discussions provide a frame that enablesto comprehend priorities and directions for MDGs accomplishment, which offers considerablepolicy implications as well as increases the possibility of formation of mutuallybeneficial relations. It indicates that such products will be an essential foundationfor accomplishing progressive and extensive social economic development goals wheninternational community’s engagement with North Korea is accelerated in the future interms of global governance.
