Abstract
Maximizing the socialization of North Korea via development cooperation into international society requires not only a theoretical framework covering the socializing processes of North Korea, but also scholarly efforts to conduct macro-micro links on the basis of practical experiences for policy coherence. It is not surprising to argue that the socialization of North Korea cannot be achieved by focusing only on the harmonization among all donors within international society. It is also not surprising to state that enhancing Pyongyang’s domestic governance and capabilities for the implementation of development effectiveness is not a single solution to the socialization of North Korea into international society. The proposal of a persuasive theoretical framework, which demonstrates logically why major donors of international society are asked to join development projects for North Korea, must be a starting point and springboard for successful linkage between theories and practices. In this regard, this study aims to develop more clear-cut and systematic theoretical approach to international supports for North Korea and draw implications on development aid policies for the socialization of North Korea under the theoretical legacies of international society (English School).
