Abstract

This article strives to review the tasks of NGOs in development assistance to North Korea. Beyond the humanitarian aid to North Korea, the purpose of NGOs in development assistance is to promote qualitative changes through the strengthening of economic and social development as well as capacity building in North Korea. Despite constant fluctuations in bilateral relations, NGOs in development assistance to the North has played a significant role as a form of inter-Korean exchange. By examining their business procedures, private organizations, which are quipped with resolute motivational awareness and competence, have already transformed their methods for providing considerable development assistance to the North. NGOs face the following challenges to advance development assistance in North Korea. First, they should strive for the formation and proliferation of a national consensus on development aid. Second, NGOs should demand national-level integrated strategies and comprehensive plans for development assistance to the North. Third, private organizations should explore the methods and models of multi-faceted businesses in order to heighten their effectiveness, while also noting the changing key issues in the international community on development aid. Fourth, they should examine methods for humanitarian aid and apply them to development assistance or methods for development assistance and apply them to humanitarian aid. Fifth, they should strive to discover and differentiate their own information on development assistance. Sixth, NGOs should establish a Comprehensive and Inclusive Partnership, in which a variety of private organizations can actively cooperate and unite under a system of development aid. When NGOs in development assistance to North Korea is facilitated, poverty will decline while economic and social progress will flourish, and subsequently, this will contribute to the vast qualitative changes in North Korean society. These efforts will propagate the development of inter-Korean relations, and ultimately, pave the way toward the unification of the Korean Peninsula.
