2023년 4월 워싱턴 정상회담에서 한미 양국은 워싱턴 선언을 통해 미국 전술핵무기를 한반도에 배치하지않고 또한 한국이 독자적으로 핵무장을 추진하지 않는대신 확장억제력의 실효성을 높이는 몇 가지 조치들에대해 합의하였다. 따라서 당분간 한미 핵공유란 용어 사용이나 이의 정책화는 현실적으로 어렵게 되었다. 이러한 상황변화에도 불구하고 이 글은 시시각각으로 변하는 국제정세의 특성을 고려하여 향후 북한의 핵위협에 대응할 수 있는 현실적이면서도 실효적인 대응방안 모색 차원에서 한국형 핵공유체제 구축이 필요하다는 점을 강조한다. 이를 위해 이 글에서는 핵공유에 대한개념을 정의하고 한미 간의 핵공유가 반드시 미국의 전술핵무기와 연결되었다는 주장에 동의하지 않는다. 이 글에서는 한국형 핵공유체제는 다음과 같은 3가지 원칙과 기준을 충족해야 한다는 점을 강조한다. 첫째, 핵공유체제 구축을 통해 확장억제의 신뢰성이 강화되고또한 우리가 이를 어느 정도 인지하고 느껴야 한다. 둘째, 한국형 핵공유 유형은 미국의 핵무기를 한국 영토에 배치하는 기지형 및 한국의 운반수단에 장착하는 대여형과같은 경성 핵 공유가 아니라 한국의 잠재적 핵 능력을 지원하고 이를 신장시키는 연성 핵 공유가 바람직하다. 셋째, 핵공유체제의 구축이 단순히 미국에 대한 핵 안보 의존에 머무르지 말고 이를 계기로 한국의 안보 자율성과국방력 강화에 실질적으로 도움이 되는 방향으로 전개되어야 한다.
Abstract
This article presents an exploratory study for the establishment of a nuclear sharing system that fits the security situation of the Korean Peninsula. Thus, this article explores a Korean-style nuclear sharing system suitable for the security situation of South Korea, based on a theoretical review on nuclear sharing, which has been a relatively neglected research area in the local academia or policy-oriented community. This article roughly suggests the following three principles and criteria for establishing a Korean-style nuclear sharing system: First, the nuclear sharing system should enhance the viability of extended deterrence and guarantee strong credibility. Second, a soft nuclear sharing system that assits the gradual development of South Kore’s nuclear capabilities is more appropriate than a hard nuclear sharing system, which includes deploying U.S. tactical nuclear weapons on the Korean Peninsula or weapons loaning. Third, South Korea’s nuclear sharing arrangement with the U.S. should be more than just another form of U.S. security dependency and be used as an opportunity to substantially help enhance South Korea’s security autonomy and bolster its national defense power.
