나토 “핵공유(nuclear sharing)” 체제의 현황과 동북아시아 도입에 관한 시론적 분석

본 논문은 북한의 핵위협이 미국의 확장억제를 방해할 정도로 심각해졌다는 상황인식을 바탕으로 나토의 핵공유(nuclear sharing) 체제를 동북아시아에 적용하는 방안에 대한 논의를 시작할 것을 제안하기 위한 목적으로 작성되었다. 이를 위하여 핵공유에 관한 이론과 함께 나토의 사례를 소개하였고, 북핵 위협의 상황을 분석하여 핵공유의 필요성을 검토하였으며, 동북아 핵공유체제 구축에 관한 효과와 실현 가능성을 논의한 다음에 한국에 대한 함의를 도출하였다. 분석 결과, 북한은 수소폭탄의 개발에 이어서 대륙간탄도미사일(ICBM)과 잠수함발사탄도미사일(SLBM)을 개발하여 미 본토의 도시에 핵무기 공격을 가하겠다고 위협함으로써 미국의 확장억제 이행을 차단하고자 하고 있고, 그 능력을 완성해 나가는 과정에 있다. 궁극적으로 북핵으로부터 한국의 안전을 보장하는 방법은 북한의 핵무기와 균형을 이룩하는 것인데, 자체 핵무기 개발이 현실적으로 어렵기 때문에 나토의 경우처럼 미국에게 핵무기를 전진배치 시켜 한반도에서의 핵균형을 달성하도록 요구하는 수밖에 없다. 이를 위하여 나토의 핵공유체제에 대한 현황을 정확하게 파악할 필요가 있고, 그에 관한 제반 사항에 대한 논의에 착수할 필요가 있다. 나토의 경우처럼 지상 배치하는 것보다는 잠수함에 배치하는 등 한반도의 상황에 부합되는 창의적인 방법을 강구할 필요가 있고, 이러한 차원에서 일본과의 안보협력을 강화해 나가는 것이 중요하다.
Abstract
This paper is written to suggest the necessity to discuss on applying the nuclear sharing of NATO into Northeast Asia in a way to deter North Korean nuclear threat, which became serious enough to dissuade the US’s extended deterrence. For this purpose, it introduces the NATO nuclear sharing system with a few nuclear deterrence theories. It assesses the seriousness of current North Korean nuclear threat in order to evaluate the necessity and feasibility of the nuclear sharing system in Northeast Asia. Then, it suggests a few implications for South Korea. As a result, this paper assessed that North Korean nuclear threat is too serious for South Korea to disregard the nuclear sharing concept. North Korea could miscalculate that the US would not keep its promise of the extended deterrence in fear of North Korean nuclear retaliation to cities in its mainland. South Korea should make the nuclear balance on the Korean Peninsula by requesting the deployment of the US nuclear weapons to Northeast Asia. Therefore, South Korea should learn about the NATO’s nuclear sharing system and start debate and discussion on application of the NATO system to Northeast Asia. It should try to think out several creative ways for the deployment including deployment by the US nuclear submarines. South Korea should make a close cooperation relationship with Japan, if it wants to have a nuclear sharing in Northeast Asia.
