최근의 글로벌 지정학적 추세는 국제체제의 파편화 현상과 새로운 진영화 추세 속에서 지정학적 리스크와 불확실성의 증대로 지구촌 곳곳에서 충돌이 발생하고 있다. 현재 진행 중인 글로벌 질서의 변동은 2차대전 이후 미국 주도로 건설된 규칙기반 국제질서, 혹은 자유주의 국제질서의 약화, 해체 혹은 다른 질서로의 전이 과정으로 볼 수 있다. 지정학적 리스크의 연결은 적대세력의 연계에 일정 부분 기인한다. 자유민주주의 진영에서 기존 동맹이 강조되는 만큼 권위주의 진영에서도 동맹과 연대가 강화되는 추세이다. 북중 연대가 강화되고 최근에는 북러 전략적 협력이 강화되는 것은 지정학적 연대가 작용하고 있음을 잘 보여준다. 중국과 러시아는 브릭스(BRICS)와 상하이협력기구(SCO)를 통해 미국과 서구사회가 독점해온 글로벌 거버넌스 체제를 다극적 질서로 변화시키는 기제로 활용하려 한다. 군사안보의 연결 전략 중 미국을 중심으로 추진되는 것은 인도태평양 전략이다. 인도태평양 전략 속에서 미국은 동맹 스펙트럼의 확장과 연대의 강화를 추진하고 있다. 인토태평양 전략의 이행에 있어서 군사안보의 연결 전략 중 대표적인 것은 통합억제(integrated deterrence)이다. 통합억제의 중요한 부분 중 하나는 동맹과 우방의 방위산업 역량까지 네트워크로 동원하여 활용한다는 국가방위산업전략 구상이다. 경제안보 분야에 있어서 연대 전략으로는 인도태평양 경제프레임워크(Indo-Pacific Economic Framework, IPEF)를 들 수 있다. 중국 또한 우호세력을 하나의 큰 경제권으로 엮는 연대를 시도하고 있는데 그것이 바로 일대일로(一帶一路) 정책이다. 한국도 이러한 글로벌 연결점 중 하나이며, 그것도 매우 중요한 위치를 차지하고 있는 국가다. 한국은 한미동맹의 네트워크를 활용하는 한편, 유사입장(like-minded) 국가들과의 네트워킹 확대, 중견국 연대력(coalitional power)을 잘 활용해야 한다.
Abstract
Recent global geopolitical trends are characterized by the fragmentation of the international system and the emergence of new alignments, which have led to increased geopolitical risks and uncertainties, resulting in conflicts across the globe. The ongoing transformation of the global order can be viewed as a process of weakening, disintegration, or transition to a different order, such as the rules-based or liberal international order built by the United States after World War II. The nexus of geopolitical risks is partly due to the alignment of adversarial forces. As much as existing alliances are emphasized in the liberal democratic camp, authoritarian alliances and solidarity are also strengthening. The strengthening of Sino-Russian solidarity and, more recently, Russia-DPRK strategic cooperation is a clear indication of geopolitical solidarity at work. Through the BRICS and the Shanghai Cooperation Organization (SCO), China and Russia are seeking to use the global governance system dominated by the United States and the West as a vehicle for transforming it into a multipolar order. The U.S.-centred strategy of military security connectivity is the Indo-Pacific Strategy. In the Indo-Pacific Strategy, the United States is promoting the expansion of the spectrum of alliances and the strengthening of solidarity. In the implementation of the Indo-Pacific Strategy, one of the key military security linkages is integrated deterrence. An important part of integrated deterrence is the National Defence Industrial Strategy concept of networking and leveraging the defense industrial capabilities of allies and friends. In the area of economic security, a solidarity strategy is the Indo-Pacific Economic Framework (IPEF). China is also attempting to weave friendly powers into one large economic bloc with its One Belt One Road policy. South Korea is one of these global nodes, and a very important one at that. South Korea should leverage the networks of the U.S.-ROK alliance, expand networking with like-minded countries, and capitalize on the coalitional power of middle powers.
