국제 질서와 연결의 정치학: 한반도 차원의 의미

현 시점에서 발견되는 국제질서의 가장 중요한 특징은 연대와 연결에 있다. 연대가 국가들 간 의지를 전제로 한 공동의 이익 실현을 위한 협력이라면, 연결은 의지의 존재 여부 및 연결의 배경과 결과의 확인 여부가 분명치 않다. 그럼에도 불구하고, 연결은 지역과 지역, 국가와 국가, 이슈와 이슈, 그리고 서로 다른 정책 영역 사이에서 활발하게 발생하고 있다. 소위 ‘연결의 정치학’은 기존의 상호의존 및 네트워크적 현상에 초점을 맞춘 국제 질서의 설명으로부터 수준과 범위를 뛰어넘는, 서로 의도한 혹은 의도하지 않은 다양한 영역과 층위에서 영향을 미치는, 국가 및 비국가 행위자들의 이해관계의 셋(set)을 의미한다. 미국은 연결의 정치학 관점에서 단연 상징적인 국가이고, 연결을 통한 미국의 국가이익은 특히 국제안보 영역에서 더욱 적극적으로 실천된다. 최근 들어 미국의 가장 중요한 대외 정책인 인태전략을 통해 ‘소다자주의’를 포함하여 지역적 범주를 뛰어넘는 연결의 정치학이 매우 구체적으로 구현되고 있는 상황이다. 한반도는 국제사회에서 유례를 찾기 어려울 정도로 ‘연결의 정치학’이 두드러지고, 전근대와 근대 시기 모두에 걸쳐 매우 적극적으로 국제질서와 결합되어 있다. 국제질서의 연결적 특징이 한반도에 미치는 영향은 한국이라는 국가 행위자에 직접적으로 투영되거나, 때로는 한미동맹이라는 제도적 장치를 통해 투영되곤 한다. 특히 후자의 경우 현대사에서 한국이 축적한 국가정체성과 강하게 연동된 측면이 있다. 북한 문제 및 북핵 문제가 핵심인 한반도 문제의 해결은 한반도가 경험한 오랜 분단 구조와 깊게 연결되어있다. 특히 한반도 분단의 가장 중요한 요인은 국제정치적 영향이므로, 동아시아 지역 및 글로벌 차원에서, 한반도 문제를 지속적으로 정책 어젠다로 설정하는 노력이야말로, 연결의 정치학을 활용한 효과적인 한반도 통일 정책일 수 있다. 예를 들어, 각종 동아시아 지역기구 회의에서 한반도 문제를 지역 어젠다로 설정하고, 한국의 글로벌 지위 향상을 이용한 통일 문제 활성화는한반도의 연결성을 활용한 의미 있는 정책 대안이 될 수 있다.
Abstract
The most important factor of the current international order is a connectivity. The connectivity of international order can be founded in many cases of among different states or different regions, among different issues, and among different policy areas. Figuring out both the visible and the invisible connective meanings of many international political crises occurred in different places, its significance of explanatory power goes beyond that of the previous theoretical positions such as ‘interdependence’ or ‘network theory.’ Without any doubt the U.S. is the very symbolic country who is mostly engaged in many connectivities of the current key international security cases. For instance, the U.S. current Asia policy of the Indo-Pacific strategy shows the very typical examples of ‘connectivity’ indicating many specific policy options such as ‘minilateralism’, regional connection between Europe and Asia, and strategic connection between Indian Ocean and Pacific Ocean. The Korean Peninsula is a well-known place in terms of a strong connection to the international political and economic circumstance. Korea’s connectivity to the international order happens sometime directly in the realm of the Korean government or sometimes indirectly to the reflection through the mechanism of the Korea-US alliance partnership. In reality, the North Korean nuclear issue currently centers on the problem of the Korean unification issue. Since the international factor is the most critical one behind the divided condition of the peninsula, the Korean government should continuously try the agenda-setting policy of the Korean unification issue both regionally and globally by maximizing the ‘politics of connectivity.’
