본 연구의 목적은 북한이 김정은 취임(2012년) 이래10년 만에 핵무력정책법(2022년)을 제정하여 핵선제공격을 핵심으로 하는 새로운 핵태세(nuclear posture) 로 전환한 배경을 동기, 역량 및 환경의 변화 차원에서 분석한 후 나랑(Narang) 이론을 비롯하여 여타 이론들을 통해 이 핵태세를 이론적으로 평가하는 데 있다. 핵선제공격 위협의 허세 여부를 판단하기 위해 북한의전략문화도 분석한다. 이 분석 결과를 토대로 한국의 대응 전략을 검토한다. 북한의 새로운 핵태세를 분석한 결과, 핵선제공격의 공식화와 핵통제권의 조건부 위임을통해 한국에 대해서는 비대칭확산 태세를, 미국에 대해서는 확증보복 태세를 표방하면서 ‘체제보장을 위한 억제력과 강압력의 최대화’를 추구하고 있다. 북한 고유의전략문화를 분석한 결과, 군국주의 체제를 유지하는 가운데 역사적 경험에 의한 피해의식을 바탕으로 대외적으로 과잉 대응과 공세적 태도를 보인다. 이에 따라 한국에대한 핵선제공격 위협은 전술핵 역량 및 공세적 전략문화 차원에서 볼 때 ‘허세 이상’으로 판단된다. 본 연구는북한의 핵위협에 대한 대응 정책 옵션(자체 핵무기 개발, 전술핵 상시 배치, 확장억제 강화)을 세 가지 기준(공포의 균형, NPT 의무준수, 중러의 반발/대응수준)에 따라평가한다. 워싱턴 선언으로 옵션이 제한되었지만, 중장기적 차원에서 구상 가능한 주요 정책들을 검토한다는의미가 있다. 특히, 새로운 정책 이니시어티브로서 ‘조건부 핵대여(conditional nuclear lease)’ 방안의 가능성도 검토한다.
Abstract
The purpose of this research is to analyze Pyongyang’s new nuclear posture which focuses on the first-use as evidenced by the Nuclear Forces Law in 2022 through the lenses of existing theories inspired by Vipin Narang. The research assesses the credibility of the first-use by analyzing the unique strategic culture of North Korea. Through this analysis, it appears that the new posture aims to be a kind of ‘asymmetrical escalation posture’ toward Seoul with such features as the first-use and the delegation of command and control in case of an emergency for the purpose of maximizing deterrence and compellence for the regime survival. The threat of a preemptive strike with tactical nuclear weapons against Seoul is assessed to be more than a simple bluff given Pyongyang’s nuclear capability and offensive strategic culture. The research also reviews counter strategies such as nuclear self-armament, deployment of tactical nuclear weapons and extended deterrence in terms of the inter-Korean balance of terror, obligation under the Nuclear Non-proliferation Treaty (NPT) and presumed level of backlash by China and Russia. In conclusion, the research suggests a new option of ‘conditional nuclear lease’ for Seoul to consider, which would increase deterrence in addition to strengthening extended deterrence through the new mechanism established by the Washington Declaration.
