Abstract
North Korea is now undoubtedly a nuclear-armed country. Its nuclear weapons, along with biological and chemical weapons, have become the “accepted currency of power” that can be used at any time to exert their unique power. Under the leadership of Kim Jong-un, Apparently, North Korea has considered nuclear weapons as a defender of national sovereignty and dignity, a guarantee of national unity, peace, and prosperity. This study examines the motives behind North Korea’s covert nuclear program and comprehensively examines North Korea’s nuclear command and control. First, the study briefly examines the historical development of North Korea’s clandestine nuclear program and analyzes the circumstances of the time. Next, the study looks at how organizations related to North Korea’s nuclear weapons program have developed over time and analyzes how North Korea’s nuclear command and con tro l w i l l evo lv e ov er t im e , inc lud ing r ec en t developments in North Korea. Finally, considering that South Korea’s and the U.S.’s fundamental policies toward the Korean Peninsula are undergoing a paradigm shift that inevitably requires comprehensive changes in direction, speed, and depth of their policies, the study focuses on comprehensive deterrence to prevent North Korea from safely managing and using nuclear weapons. The importance of South Korea’s selfreliance is also discussed in the concluding part of the paper.
