이 글은 세계 기후 정의운동의 흐름을 살펴보고 이를 통해 기후 정의원칙을 소개하고 기후 정의의 관점에서 남아프리카공화국의 청정개발체제(Clean Development Mechanism, CDM)를 분석한다. 더반의 청정개발체제를 검토한 이유는 국내외 기후 정치운동의 방향 예측의 중요한 모티브를 제공해 주기 때문이다. 기후변화와 관련한 더반 지역의 주민행동은 국가와 지구적 지속가능성 정책을 개선할 수 있는 기반을 제공해 주고 있다. 더반의 주민 저항은 고전적인 자문 방식과 참여적 정책개발이라는 기존의 기후변화 대응을 넘어선 지방 행동으로서 환경 정의 및 사회적 불평등 개선과 연계된 사회혁신 과정이라 할 수 있다. 더반 주민이 요구한 기후 정의는 분권화된 해결책과 공유재에 대한 공적인 통제가 핵심이며 ‘우리가 원하는 미래’를 위해서는 성장을 새롭게 정의하는 것이 필요하고 지속가능한 지역 사회로 전환하는 데 있어서 민주적인 과정을 통해 해결해야 한다는 기본 원칙을 제안한다.
Abstract
The purpose of this study is to draw the global climate justice movement and to analyzes South Africa’s landfill CDM from the view of climate justice. Durban’s landfill CDM research can predict the direction of domestic and international climate’s political movement. Durban’s residents action to resist the CDM is attempting a expansion of local people’s voice to for sustainable local and global community and is suggesting new attempt which relates social innovation process from environmental justice and social inequality over the existing methods based on the conventional advice and policy engagement. Durban’s climate justice can show the vision as sustainable local community which includes the public control about resource and a new definition of development for future we want.
