본 논문은 온실가스 감축 의무를 선진국이 효율적으로 달성하기위해 제안된 유연성 체제인 교토 메커니즘의 세부 항목 CDM에 관한 연구이다. CDM 사업 시행의 목적은 선진국에 대한 비용 편익적 수단 제공뿐만 아니다. CDM은 개도국 및 최빈국의 환경 개선과 사회 전반에 걸친 지속가능한 발전에 도움이 되어야 한다. 본 논문에서는 CDM 체제가 이와 같은 복합적 목적에 부합함과 동시에 다자간 협약에 의한 체제로서 형평성 원칙에 어긋남이 없는지에 관한 다각도의 분석을 시도하였다. 우선 CDM 사업의 직접투자 환경을 분석하여 현행 체제 하에서 투자 유치를 경쟁하는 것은 CDM 투자 환경 양극화를 가속화시킴을 검증하였다. 또한 CDM 사업이 투자수용국의 지속가능한 발전에 기여하는 지에 관해 진단하기 위하여 환경개선 여부 및 기술이전 정도를 분석하였다. 본 연구는 CDM 사업을 유효하게 진단할 수 있는 방법론을 제시하였으며, 향후 포스트 교토체제 하에서 CDM 사업이 비부속서 국가 간 형평성 및 지속가능성을 고려하여 개선되어야 함을 지적하고 있다.
Abstract
This paper mainly analyzes the Clean Development Mechanism(CDM), one of the three market-based flexible mechanisms of the Kyoto Protocol. CDM allows a developed country (Annex B Party) with an emission reduction or emission limitation commitment under the Kyoto Protocol to implement an emission reduction project in developing countries. Furthermore, the mechanism stimulates sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission reduction or limitation targets. To carry out these manifold purposes, firstly, it would be necessary to improve CDM through by re-considering equity among non-Annex I countries. Secondly, it would be necessary to found support system for the sustainable development in the investment destination.
