Abstract

Through empirical analysis, this study aims to verify environmental justice issues arising during the implementation of REDD+ projects. Concerns have been raised about environmental justice issues arising in climate change projects. Most studies related to environmental justice are qualitative and based on field interviews. In this study, we quantitatively analyze environmental justice issues based on data from REDD+ projects conducted in Tanzania by the Center for International Forestry Research and World Agroforestry. The essence of environmental justice lies in distributive justice and procedural justice. This study analyzed issues related to distributive justice and procedural justice in REDD+ projects using the difference-in-differences method and panel fixed effects. We analyzed the argument that local people participating in REDD+ projects became economically worse off, and the consent procedure was superficial. However, the analysis did not find evidence supporting the claim that there was distributive or procedural justice infringement. Amid various environmental issues raised in the REDD+ project, results verified through the project's data indicate that, at least within the project, neither distributive injustice nor procedural injustice occurred. The significance of this research lies in refreshing environmental discourse not through qualitative analysis but through empirical analysis. Nevertheless, the reality behind the data may not be discovered through statistical analysis, therefore we should always consider ways to protect environmental justice taking place in developing world.
