초록
This study is to examine how the existence of Korean victims of atomic bombing emerged in society from the 1960s to the 1970s, what activities they did, and how lack of aid was provided to them, along with their social and political background. Disappointed that the 1965 Treaty on Basic Relations between Korea and Japan failed to compensate them, the Korean victims of the bombing established the Korea Atomic Bomb Victims Association and demanded that the Japanese government as the main body of the war, the U.S. government as the main body of the bombing, and the Korean government, as protector of its citizens. However, it has been ignored by the background of the international relations between the three countries of Korea, the U.S. and Japan during the Cold War and the signing of the Basic Treaty between Korea and Japan. In the early days, the Korea Atomic Bomb Victims Association's exchange and relief activities were characterized by limited humanitarian protection, consolation, and medical level. Their activities were limited due to security reasons and anti-communism sentiment at the time. In addition, according to such social and political background, the activities of atomic bomb victims and interactions with Japanese intellectuals and social organizations have been strictly restricted. As such, the East Asian political order (Korea-Japan relations) from the 1960s to the 1970s and the political atmosphere in Korea have affected their activities and lack of aid since the creation of the Korean Atomic Bomb Victims Association, resulting in isolation of the movement of Korean atomic bomb victims.
