본 논문의 목적은 일본 피폭자원호법의 성격을 분명히 하고, 그것과 북한피폭자의 관계라는 요인을 보다 적극 개입시켜, 그동안 논의가 부족했던 북한피폭자 단체인 ‘반핵․평화를 위한 조선피폭자협회’의 결성과 북한원폭피해자의 실태 그리고 북일 피폭자간 교류․지원활동을 살펴보는데 있다. 이를 통해 과거 전쟁 평가에 대한 공적인 검증이나 설명을 회피해온 일본의 역사문제가 북한피폭자에게 어떠한 영향을 미쳤는지 북한피폭자 실태를 통해 구체적으로 검증한다. 또한 북일 피폭자 간의 교류․지원활동은 북한과 일본의 사회운동을 매개한 ‘일조우호운동’의 한 방식이었는데 그 역사를 ‘원수금’, ‘재조피폭자 지원연락회’, ‘히로시마현 의사회’의 북한피폭자와의 교류와 지원활동을 중심으로 총괄한다.
Abstract
The issue of the North Korean A-bomb victims was visualized as a pending issue between North Korea and Japan on the occasion of the announcement of the April 13th Pyongyang Declaration on Sept. 17, 2002. However, the Japanese government still ignores the North Korean A-bomb victims. The demand for the identification of the situation of overseas A-bomb victims, including the North Korean A-bomb victims, remains unknown to most Japanese citizens. There are not many studies related to the history and importance of the overseas A-bomb victim problem, and data are not systematically collected and understood. Therefore, this study investigated the development and characteristics of Japan’s aboriginal policy toward overseas A-bomb victims, and the situation of the atomic bomb victims in North Korea, and examined the exchange and support activities of the North-Japan atomic bomb victims’ movement in Japan. There are two main areas of research. ① the background of the formation of ‘Anti-Nuclear and Peace for the Korea Atomic Bombs Victim Association’ and the historical review of Japan’s intervention and support activities for the atomic bomb victims of overseas nations, the issue of the atomic bomb victims of North Korea, and the North and Japanese atomic bomb victims’ movement. Through it, we grasp the actual situation of North Korean A-bomb victims, and organize exchange and support activities of the Korean atomic bomb victims ‘movement by the North Korean A-bomb victims’ movement groups and private support groups in Japan. Based on this, it is clarified to the characteristics of the North Korean A-bomb victims’ movement. ② Asia is a region where the cold war structure of Korean peninsular division and long-term US military presence after Japan’s invasion war still continues. Through the current state of the North Korean A-bomb victims, we clarify the complex discrimination structure of the Cold War era in which the North Korean A-bomb victims were suffered by the atomic bomb victims and racial discrimination.
