한-인도 CEPA 활용률에 따른 경제적 효과 분석

본 연구는 한국과 인도간의 무역규모가 상대적으로 크게 증가되지 않고 있는 상황에서 양국간 교역을 확대하기 위해서는 한-인도 CEPA의 활용률 제고가 중요하다는 점에 착안하여, 한국과 인도간의 CEPA 활용률을 측정하고 동태적 연산가능일반균형(CGE) 모형을 구축하여 경제적 효과를 실증적으로 분석한 것이다. 한국과 인도간의 교역은 한-인도 CEPA 발효 초기에 증가하였으나 2011년 이후 발효 초기 수준으로 하락한 것으로 나타났다. 한-인도 CEPA의 활용률은 최근에 증가하고 있지만 한국이 체결한 여타 FTA보다 낮은 것으로 분석되었다. CGE 분석 결과에 따르면, 활용률의 제고는 양국간의 실질 GDP를 개선시키는 것으로 나타났다. 특히 활용률의 제고가 산업생산성 증대로 연결되는 경우, 인도보다는 한국의 실질 GDP가 더 크게 개선되는 것으로 나타났다. 이러한 결과를 기반으로 본 연구는 향후 적극적인 시장개방과 한-인도 CEPA의 활용률을 높이는 제도적 지원이 요구된다는 정책적 시사점을 제시하였다.
Abstract
This paper is motivated by the fact that, in relative terms, the trade volume between Korea and India has not increased significantly since the effectivation of the Korea-India CEPA in 2010. We suggest that to expand trade between the two countries, it is crucial to enhance the utilization rate of the Korea-India CEPA. This paper estimates the utilization rate of the CEPA and analyzes the economic effects of the CEPA using the dynamic CGE model. The trade volume between the two countries increased initially after the CEPA became effective, but it has been reduced again to the previous level since 2011. The utilization rate of the CEPA is relatively lower than those of other FTAs of Korea, albeit slightly increasing recently. According to the results from the CGE analyses, the higher utilization rate leads to the larger GDP gains for both countries. In particular, the benefit would be even larger for Korea than India. Based on the results, this paper presents the policy implication that institutional supports to expedite active trade liberalization may contribute to enhance utilization rate of the CEPA.
