대외 개방 이래 지속적인 무역적자를 경험해온 인도는 최근에 더 강력한 보호무역주의 행보를 보이며 한·인도 포괄적 경제동반자협정(CEPA)의 공정성에도 의문을 제기하고 있다. 한편 양국 간 CEPA가 무역에 미친 영향을 분석한 기존 문헌들은 서로 엇갈린 결론을 내리고 있으며, 내생성을 통제하지 못하는 방법론적 한계 역시 지니고 있다. 본 연구는 최근에 정책 분석 방법론으로 주목받고 있는 합성대조방법(Synthetic Control Method, SCM)을 활용하여 양국 간 CEPA와 무역수지 간의 인과관계를 분석하였다. 중력모형에 SCM을 적용하여 인도와 교역을 하는 127개국을 대상으로 1992년~2019년까지의 자료를 분석한 결과, (1) 한·인도 CEPA는 인도의 대(對)한국 무역적자를 악화시켰으며, (2) 이는 반사실적 합성대조단위 대비 대(對)한국 수출 감소와 수입 증가 모두에 기인한 것으로 나타났다. 인도와의 장기적인 통상관계를 구축하기 위해 구체적인 메커니즘을 연구하여 CEPA 개선 협상에 반영할 필요가 있어 보인다.
Abstract
India has continuously suffered from trade deficit since its opening in the early 1990s. Recently, the economy has pursued protectionist policies, even questioning the fairness of Korea-India CEPA. Not only do previous studies analyzing the effect of Korea-India CEPA on bilateral trade flows with fixed-effects models yield contradictory results, but they are also unable to sufficiently control for endogeneity. This paper attempts to overcome such methodological limitation by relying on synthetic control method(SCM), which has been widely adopted for policy analysis. By applying SCM on gravity model, I examine bilateral data of 127 trade partners with India over the period of 1992~2019. Main findings are as follows. (1) Korea-India CEPA has broadened Indian trade deficit against Korea in a causal sense. (2) This resulted from both reduction of exports to and rise of imports from Korea, when compared with the synthetic control unit. These empirical findings are robust to alternative specifications of the sample data.
