미국과 한국 근로연계복지정책의 형성과 변화: 역사적 제도주의 분석

본 연구의 목적은 1980년대 이후 미국과 한국의 근로연계복지정책 형성 및 변화에 대해 역사ㆍ제도주의적 비교분석을 통한 국가 간 정책내용의 차이점 및 공통점, 그리고 결과에 따른 함의를 살펴보는데 있다. 이를 위해 미국, 한국 2개국의 사례 비교연구를 실시하였으며, 분석의 결과 미국과 한국 양국의 근로연계복지정책의 형성과 변화는 모두 제도적 맥락, 특히 정책이념, 그리고 중대한 역사적 전환점과 밀접한 관련이 있었으며 그에 따라 국가별, 정권별로 상이한 정책 내용이 나타났다. 한편 정책적 차이에도 불구하고 양국 정책변화에 나타난 공통된 결과로서 첫째, 노동을 조건으로 제공되는 근로연계복지의 도입이 반복지성향의 우파 정부에 의해 주도되었으나 정작 적극적으로 강화되기는 좌파 또는 중도좌파 성향의 지도자 및 정당에 의해서였다. 둘째, 근로연계복지의 형성과정에서 나타난 제도적 맥락의 분석요소인 신자유주의 이념은 근로연계복지 확충 과정 전반에 강한 영향을 미친 것으로 나타났다. 이에 따른 정책적 함의는 다음과 같다. 첫째, 근로연계복지정책의 형성 및 변화에 있어서 정당의 성향(진보, 혹은 보수)은 무관한 것으로 나타났다. 이것은 근로연계복지정책도 다른 사회복지정책과 마찬가지로 결국 정당의 본래 목적인 정권창출을 위한 도구로 활용되었음을 의미한다. 둘째, 미국과 한국에서 신자유주의 이념은 지속적으로 근로연계복지정책과 결합될 것이다. 셋째, 한국의 근로연계복지는 미국처럼 국가 개입이 약화되고 개인과 시장의 자발적인 노력이 강조되는 복지축소과정에서가 아닌 복지확대과정에서 추진되었는데, 이것은 근로연계복지가 복지국가의 실패를 치유하는 과정에서 도입된 것임을 도외시한 것으로 자칫 복지발전의 저해 가능성을 시사한다.
Abstract
This study examines the similarities and differences in the contents of what welfare-to-work(or workfare) policy(hereafter work-based welfare policy) shapes and changes between the U.S. and Korea from the perspective of historical institutionalism and what implication from the findings can be taken. For this purpose, it was conducted a comparative case study on the U.S. and Korea, and found out that the institutional contexts especially including policy ideology and the historical important juncture made an impact on shaping and changing of the work-based welfare policy between both countries, and then that resulted in the different policy contents by the state and the administration each. The findings present as follows: firstly, the inclination of party(radical or conservative) was not related in shaping and changing the work-based welfare policy. Secondly, the work-based welfare policy would be linked with the new liberalism so far as it exists. Finally, the workfare attributes in Korean work-based welfare policy could retard the welfare development in that the policy was driven in a process of expanding the welfare.
